Description: The independent standardization organization IRAM have developed few standards regarding building envelop design with the oldest one dating back to 1996. These standards, regulated by Secretary of Energy, are on a voluntary basis. The exception is the Buenos Aires province, which has adopted some of these standards as mandatory. The main issue impeding the application of a nationwide building code is the legislative system that requires province level adoption.

Renovation

The Program of Energy Efficiency in Public Buildings : Environmental Protection Agency of Buenos Aires (APRA) carries out the program with the aim of realizing energy assessment of public buildings and take further action to improve the energy consumption. The first building diagnoses were done in 2008-2009 period within five public building. The budget allocated for the program is € 150,000 in professional contracts to implement the energy saving diagnosis and € 100,000 for equipment for 15 buildings. The cost of human resources needed for each energy diagnosis is approximately € 10,000.

In Argentina, Rosario city government has made the solar water heater installation mandatory for new public buildings, which will account for at least 50% of their hot water demand. Renovations are also obliged to follow the ordinance.
